Thanks for what is a new and helpful concept, "prerogative state," which should help organize our understanding of what's going on. It's interesting to note that throughout the history of the US and other tiered societies, being at least in part a prerogative state has been the norm. In Merrie Olde England they had serfs with few or no rights; here we had slavery and forced relocations onto 'reservations' for Native Americans. What were they but a larger soviet Gulag? It is hard to avoid despair and hold onto hope. One thing that helps is the knowledge that with the help of systems like this one, we are, in part at least, communicating outside the silos of race, class, and gender. The work you are doing, Edwin, is on the side of the angels.
